Do I need to shoot wolves or manage bears?

Are we solving problems, (perceived or real) in our classrooms and schools by removing factors, eliminating the causes, or indeed building entirely new systems?

Or are we investing in, and revising as needed, the existing processes that define our schools and classrooms.
